Drainage Services Department of HKSAR Government has appointed Maunsell AECOM to undertake the Investigation, Design and Construction Assignment for the Harbour Area Treatment Scheme (HATS) Stage 2A – Sewage Conveyance System.  HATS is one of the most important environmental programmes undertaken in Hong Kong to improve the water quality of Victoria Harbour.

 

The Project works include construction of 21 km of deep sewage tunnels along the northern and western coast of Hongkong Island.  The tunnels are at a maximum depth of 130 m below sea level. Works also include associated drop shafts and all ancillary civil and E&M works.  Construction cost is estimated to be US$450 million.  Control over groundwater ingress during tunnelling at such great depths and preventing building settlement are great challenges for this Project.

 

Maunsell AECOM will investigate into various construction methods such as TBM, drill-and-blast, horizontal directional drilling and other micro-tunnelling techniques.  We are also responsible for preparing the detailed and reference design, contract documents and construction supervision.

 

According to the programme, prequalification of tenders will be invited in February 2008.  Construction works is planned to start in February 2009 and complete in September 2013.
